GEN2 Garrett GTX Turbos

Garrett have introduced GEN2 turbo, looking at the compressor maps as an example I am not sure I am reading it correctly GEN2 GTX3071r which is claimed to be a 650bhp turbo, using a rough guide of bhp divided by 10 equals lbs/min required, in this case 65 lbs/min, when you look at the graph that figure beyond the choke line and I fail to see how that turbo will ever flow enough air for that power.
Same on the compressor graphs for other GEN2 GTX turbo
What am I doing wrong ?

The comp map shows 60lbmin but unless they have improved exhaust flow it won't do it at sensible ebp

Well that's what I thought, only the 35 has an 'improved' turbine wheel and exhaust housing, can't see those power figures for the smaller turbo without creating problems elsewhere.
