Carl, as simple as Georgie has said.
Top left of the home screen you should see 'User CP'
after selecting that, scroll down the left hand side of the new screen until you find 'Edit Options'
Then just look thru those until you find 'enable Private messaging' and check the box.
Just remember to then scroll to the bottom of the page to select 'Save Changes'
