Get a machineshop look at it, since That might be scrap sadly ... Maybe it can be "saved" with a skim, but it will be a limitation on spec and life... Yes it can be welded before skim, but its abit work, and mght be crscks in channels to. But i would consider welding before skim, and take it from there, depends on how much you can get done "cheaply", since no point trowing 1000's into it just to find out its more damage...
