Yes, my engine builder could build the EXACT same engine as the ebay one for £10k less - and that is from the horses mouth.
In fact he has been tasked with putting right an RS200 engine that came from JGs and he is extremely surprised at some of the mis-matched build spec.sigpic

No tuners ever agree
Each one likes their own thing and pretty much hates whatever everyone else does.
Key is to choose a reputable tuner you like and stick with them.
