bit of a worst nightmare situation too. I know from when i was working at the SPO school that blanks were loud enough in a relatively spacious ship, so I imagine it would have been massively loud and scary in a compact boat

The Divisional officers and senior rates just dont get enough training for dealing with personal issues of those in their divisions and all too often you are left to muddle through with what little personal experience you have while waiting for more advice from elsewhere.
Made more difficult with often Junior officers being given a large division yet the guy is only in his early to mid 20's and lacks life experience to offer the best advice to the men in his division with serious relationship/family/financial issues. Quite often the Div senior rate is quite young these days and with a young DO and Snr Rate it can be hard to give the best advice even if you do seek help from other DO's or sources.
Also especially in the Submarine Service, no one wants to be a burden to the welfare staff.
Same with people suffering high stress and becoming unwell. Sure if its a common issue to fellow Submariners it can usually be resolved in house with a friendly chat, bit of banter, heavy session in town, and fucking a random/WREN. But in other cases again your limited in your options. The divisional system is ill equipped to deal with such situations when the standard things dont apply and beyond that there is just medicalising the problem. And the medical system isnt set up for it either, on board the medical staff just dont have the experience, and ashore the medical system will likely get someone downgraded and medicalised for a problem that doesnt need go that far if dealt with properly. And most sailors, especially Submariner's, wouldnt want to let thier mates down by being dragged off boat so are unlikely to go to the doc and ask to see a shrink!!
The main good resource is the Padre's. As long as you tell them to shut the fuck up about the god shit, they are very good at counselling and helping people solve their problems. Just a shame we dont have one down the boat very regularly and even less regularly at sea.

Turn a gun on himself and blow his brains out, i can understand that. Hell, I'd even considered it a number of times while i was ill and still Officer Of the Day with the gun keys. But it makes no sense whatsoever to turn a gun on his mates.
There must have been a lot of hatred or anger there against his comrades or officers/ the navy to turn a gun on others like he did.
Also there were dignitries there, so maybe it was about a personal grievance against the navy, perhaps cuts or redundancys, lack of promotion, discipline etc.
I doubt we will hear anything other than speculation unless the guy freely admits it all. Any legal advise would at present almost certainly be to shut the fuck up and see if he can get insanity defence etc.
