not dodgy just built up from a trimmed motorsport shell, ford would sell you a trimmed shell at the time, ie doors, boot, bonnet, wiring, dash, seats, etc.
dave alwood in maske near me built quite a few of these in the late 90's I was a customer of his at the time and used to see them get built, I remember him even building one that went on a w reg, the owner was called "mad mark" a rallycrosser that owns a big hotel near barnard castle.
