Engine builders HELP

Iv a VW pd engine here now the engine was lying outside for afew weeks with a busted sump, it seams the bores have started to rust, now the engine turn half way round an locked, iv the glow plugs out, is there anything I could spray into the bores to say free it up? or is it for the bin? thanks Andrew

Is it hitting valves? Timed right?
