I have tried to upload the same pic more than once but in a different thread an it wont let me

not sure about this site but others i've been on don't allow the same attachments to be uploaded more than once (i'm assuming you're using the 'manage attachments' under 'go advanced' in the text reply box.)
photobucket is another option as is http://tinypic.com which is a similar method to that of the site pic upload and you don't need to register to use it. (use the IMG tag same as P/B))
you could possibly copy the pic to another location in your documents and try the site upload again... -

tinypic is very easy going as well mate, no registration or signing up and it uploads straight from 'my documents' off your computer too
