Head Gasket Question

I was wondering, I have just fitted a Victor Reinz Group A head gasket & it appears the waterways are blanked off by the head gasket material on the inlet side of the engine.
I have checked other gaskets and some have small holes.
Does anyone know why the waterways are blocked on this side.
