If you are not worried about lowering it, leave it as it is. LEDA (Len and Dave) have always done it with the small gap, as have GAZ, H&R and AVO....................
I have run agressively this set up for years with NO ISSUES at all.

After speaking with you earlier on the phone Karl I understand what your saying but if they others above are saying thats how the shockers sit then another reason the car could be sat higher is
the top black spring cup are different between escort and saphs buy about 10mm in height so if you have the wrong one fitted it would raise the car wouldnt it the saph ones are available still from fords were as the escort ones arnt

Personally Karl if it were me I'd elongate the hole the make the collar sit level with the top of the hub.
It won't damage anything and it'll give you the stance you want and hopefully you can have a peaceful nights sleep for once
